Would it be a good idea, instead of driving a pipe into the ground every year--------say I dug a hole about where I want to moor this thing, put a larger diameter pipe in it to act as a sleeve for my mooring pipe, and filled in the sides with some hydraulic cement? This way I could put the dock it into about the same spot and just drop a mooring pipe(s) into a preplaced hole(s).

Remember, I'm not a boating/lake person,so this is all new to me :)

No. If this is placed in the water, it will fill with crap and debris faster than you can imagine.

All long-term attachments must be above the waterline.

Yeap,
Steve S. is right, anything long term in water will cause problems. By long term I mean months not years.
You leave the pipes out there year around, S/S would be best. Sorry I did not tell you that part.
I would suggest attaching your hoops ( very nice by the way ) with S/S self-locking (nylon) nuts and bolts to your dock. Remove them and haul it out. Re-attach when you put it back in.
You may also think about mounting wheels under it. Nothing fancy, something solid, with a wide track.
( remember, muddy bottom )
Or build a long roller with some large pipe with drain holes all around may be best, so you will not drag it in and out.
Either way make the axle fit loosely so it will not rust or seize up on you.
Just another thought.
