Flux core welding on abs steel

So i work in a structual steel shop and when we have no work we help out our sister company which is a shipyard. They're currently doing new construction on barges and all the steel they get is coated with this zinc based self etching paint to prevent rust and corrosion.
I'm posting to ask if anyone has any tips with this stuff. Everyone is getting pin holes like crazy when they weld a joint. The only thing ive found that works is pre heating the steel to near cutting temps with a torch then hitting it with a wire wheel.
The plate comes with all the layout done by a plasma machine, it etches a line basically, so grinding off the paint on the layout areas isnt really going to work. Anyone have any ideas ?
