Can you use 100% argon for solid core mig?

You can, but you will not get any penetration. The CO2 is required to penetrate into the base material. I would never advise using Argon on Mig.

Was just wondering because I just acquired a 3in1 welder that does scratch start tig but I was just curious if I could get one bottle instead of two for the mig side as well

As a learning tool only, try it (on scrap). You will know what it does and why one should not use it for Mig. You will notice a huge difference.
