Trying to figure out a way to make it quicker so I don't have to constantly swap the reg when changing between short arc and pulse between z75/25 and98/2 is there a two way reg with a shut off or something so that all you have to do is turn one tank off the other on ad flip a valve of some sort?

If it were me, I think I'd use a "Y" connector and two shut offs on the "Y"
You will need two regulators, but about $26 will get you a good flow meter from HTP.
