mig and flux core tips and techniques, equipment, filler metal

I keep getting arc blow welding some 1/4 steel with 0.35 flux core innershield wire. I'm running at 22.5 volts and 370 ipm. Could anyone give me some tips?
I would be at 430 imp and around 26V for 035 on ¼" steel. Can't say I've ever experienced arc blow using MIG. Have you tried changing the location of the work clamp? Are you clamped directly to the part? Is the clamped area clean shiny bright metal or is it covered in millscale/rust/paint? Do you have the right sized contact tip?
