I'm wondering if your argon flow rate is too high. The Miller welding calculator,

suggests 17 cfh. I'm not sure that will solve the problem but it will make your bottle last longer. ;)

Yes, much too high. The end of the piece could be causing additional turbulence resulting in what you are seeing in the weld.
