Argon flow meter question

I recently purchased a Smith model 30 flow meter to replace an old flow gauge setup.
Though my tank is darn near empty I mounted it for a try anyway and was intrigued and puzzled by its performance.
When I hit the pedal it sounded as if I was sand blasting and the ball in the gauge is very unstable!
I was able to dial it in a bit between 15-20 CFH but not reliably and it still was quite loud.
(#17 air cooled torch, 7 cup & gas saver)
Is this typical performance of a flow meter with a near-empty tank or is the gauge suspect?
