Tig Welding 4130-4140

I have a piece of 4130 that will be pressed inside a piece of 4140 and i want to weld them together, what filler sould i use and what gas should I use (mix or pure argon)? Also what would be the proper heat treat process? These pieces are over an Inch thick and I am assuming a preheat of 400 degrees would be a good start? But with the shielding gas I assume it will harden and possibly crack later on. I also assume by heating the finished product to 1100-1200 degrees and slow cool (sand or kitty litter) it will anneal the welds? thanks for your help.
