I'm buying a Syncrowave 250 TIG and the older foot control has (2) twist lock plugs with a total of (5) conductor blades...The guy that is selling the welder has (2) of the welder's pins in the plug jumped out together...My question is, can I get the right plug for the foot control and plug that into the plug on the welder...

I have the pin-outs for Miller's five-pin and 14-pin connectors, and you can adapt either to the other (assuming you can buy a matching connector). It sounds, from your post, that your foot-pedal has a five-pin, and the machine a 14-pin?
The pins he has jumped should be "A" and "B", which is the "on" switch. It's possible, too, that "C" and "E" are jumped, which equals full pedal, depending on how he had the options configured on the main control.
BTW, the five-pin uses all five pins plus a clamp or connector for the cable shield, while the 14-pin uses six pins, one of them for the shield.
The connectors are actually marked, though you'll need a bright light and possibly a magnifying glass to read them. You need only match "A" to "A", etc, for "A" through "E". The cable shield connects to "K" on the 14-pin.
If your pedal is also a Miller, here are the wire colors for each terminal: A is black. B is white. C is brown. D is red. E is green. The shield, of course, is the braided wire surrounding the others.

Yes. ProFax has them. (At least in fingertip controls.) Others do as well, but I can name Profax from personal knowledge.
Profax also has a cheaper alternative, an adapter cable for newer (14 pin) remotes to older (5-pin) machines. The Profax part # is PX129-341. The Miller part # for the same thing is 129-341.
