Very likely or rod not being dipped fast enough. If you give us more info like prep angles, gaps, amps and wire thickness we might be able to give you better advice too. Maybe a pic as well.

Flat out like a lizard drinkin'
If your talking pipe then your arc length is too long, your moving too slow, or your fit up isn't even. Could be any combination of these but there the most common. How are you prepping the fit up. I.e. Gap / no gap? Land / no land?

Try knife edge, no gap, and a 3/32. Set your stick out so that when your cup is touching the pipe the end of your tungsten is just about to touch the top of your filler rod. Just lay wire and walk the cup.
