I am currently doing my 'B' ticket (pressure pipe) and have hit a brick wall with my caps on my downhand cap.

I have no problem running 5/32 on the 6" Sch40 pipe, but when I bump up to 3/16 I am snubbing out around 2:30-4:30.
I have tried drastic rod angles, amperage between 135-165, stepping side to side, small circles...nothing is working, it just keeps sticking. I would stick with the 5/32, but need to master 3/16 to increase speed. This is the most common rod for capping this size of pipe in the field. And this is what I plan on doing in the near future.

If anyone has any suggestions, please send them my way!

Well I have never run 7010, but no rod should stick given enough heat. Could it be a problem with the carrying cappacity of your cables? Does it "feel" hotter when you turn the amps up?
