Questing about heating tip and flashback arrestors

I'm having some trouble finding information about the effects of flow rate restriction from flashback arrestors. I've seen in a few places that "high flow" arrestors are recommended when using heating/rosebud tips, but they're quite expensive and I'm not sure if I'll need them since I'm planning on running a small heating tip (says 28 scfh on the chart).

A related question is whether I should install the check valves that came with the torch if I'm using flashback arrestors at the regulators.

Link to the tip I'm planning on using and the "non-high-flow" flashback arrestors I ordered.

Yes install both. Flash back arrestors are only to keep the flame from burning back . But check valves keep the contents of the tanks from mixing. Separate dangers. Separate fixes. Flashback arrestors are only good for one burnback.

How do you know when they've been damaged?
