I am currently in the process of researching plasma cutters.I have a 50 amp welding outlet in my garage .One of the cutters I am looking at says up to 60 output but 46 amp input.This prompted the question .Do plasma cutters have a current surge upon startup like motors ?Will i be okay with the 50 amp circuit or would I need 60?Or get a smaller cutter that requires less amperage?

You'll be just fine. I have a 55A plasma cutter that draws around 50A max, and it's just fine on a 50A circuit breaker.
