Anybody know of some good online resources for print reading or good resource recomendations i am really rusty looking to brush up, didnt see any other threads for this so if there is just go ahead and remove this one

There are a few videos on YouTube under the Hobart Institute that may be of some help to you.

Blueprints, or shop drawings?
This book is a great resource for learning to read shop drawings for welding instructions:

Their shipping cost is ridiculous, but I recall if you ring them you can get a sane shipping cost. Or maybe you can find the title on Amazon or the local library. I always forget about the library. ;-)
