For the sake of economy in practice, what would be a good rule of thumb for minimum size for plate and pipe coupons? Could I have 1 in wide slivers to weld, or cut and re-weld a section of pipe multiple times? Would the HAZ affect how the next joint would weld?

General welding questions that dont fit in TIG, MIG, Stick, or Certification etc.
1” strips is a bit narrow, 2” is more common. Thickness matters a lot on test coupons. 2” schedule 40 about 4” long works well. You can make Xmas trees out of the tubing/piping to practice joints as well as end-to-end for butt joints.
The flat strips you can T, lap, butt, etc. As long as you don’t overheat the coupons, you can reuse them multiple times and build up weld fillets. Just use thinner filler wire so you don’t over build the weld areas.

If it is for code tests then 8" x 3" x 3/8" thick with bevel prep 30degree with your choice of landing.
This is not economical for just learning to weld, but you mentioned haz affecting joins so I figured you were not just starting to learn to weld.
Otherwise get beads on anything for now.
