are there any plans to put up a group for plans to build stuff , like a welding table or cart or just what ever.

Ron, you'll find general discusion of projects and ideas under "general shop talk", and "projects, project plans, etc." The latter would be the proper place, though I've only rarely seen plans shared there.
I've seen some exchanges there on plans, mostly locating them, so were I you, that's where I would ask or offer. Who knows, maybe with a little prodding, people might start sharing (non-copyright, please) materials, and links to the copyright stuff.
