I would say you need to make a better ground point inside the pipe, or clean every contact point in the grounding circuit outside the welder. Have you contacted Tial about the warranty? They would also know the type of stainless used.
If it was me I would use it as a paper weight. The stress and heat cycling the turbine housing goes through would make any repair the weak point. Worst case you toast the turbo and the engine.

I would try it again with the same amps but increase your frequency to 150 and try and try to get a tighter arc length.

If you have access to a drill press you could use that to keep everything aliened. Make sure the deck and drill head are square. Clamp one end in the chuck and set the other against the deck. Move the head so the assembly is clamped between the chuck and the deck. Tack it, let it cool and weld it.

Also check the AC balance, too much cleaning action will case more than wanted heat in the tungsten.

My concern is that all of the contamination from heat tinting gets dissolved into puddle and surrounding HAZ. That's why it appears the tint "disappears" from the weld area. The contamination is going into the interstitial spaces of the crystal and the surface appears "clean". I...

Did you get a good purge? I'd like to know what gas lens you used? Has to be difficult, I assume you would weld and then let it cool, must have taken awhile When I did practice pieces without heat tinting them the purge was great. I use a 3 inch ceramic tile cutting diamond wheel. The edge is great for cutting and the flat surface is great for sharping. Once one side wears out you can flip it to get more life out of it. Foot control yes. 18g mild steel Mu suggestion would be to get some practice pieces and dial in youre set up. I would do that by just using the foot control. Pardon my ignorance, but why not use bent segments instead of pie pieces to make a bend? For me its used when you need a really tight bend to make something work.
