Satincraft 6013s are ok for flat work, done a few "non critical" handrails at work(lead refinery), with a wide bevel with little to no land they lay in nice and flat. No need for a grind smooth after. People say they dont make a strong weld but these get belted with 1T crust butts constant...

I wouldn't be to worried about TIG welding so much but grinding may well be a problem!
You could line a area out with cement or metal sheeting to make it safer or make up a car sized bay from it... does the building have enough height for a mezzanine floor?

If its a waxy/tar coating use mineral turps and automotive degreaser mixed together, then clean off with soapy water... do your welding then automotive prepwash and primer ASAP
